This story tracks what official government records, declassified documents, and historical studies establish about the CIA's Office of Scientific Intelligence (OSI) and Project MKUltra. Although the two are sometimes discussed together in popular literature, they were distinct programs with different missions and organizational roles. The strongest evidence comes from declassified CIA records, congressional investigations, National Archives collections, and official historical publications.
Where things stand
The existence of both the Office of Scientific Intelligence and Project MKUltra is established by extensive primary documentation. Considerably less is known about the full operational scope of MKUltra because many records were intentionally destroyed in 1973 before congressional investigations began. As a result, historians generally distinguish between documented activities supported by surviving records and broader claims that cannot presently be verified.
